AI-generated editorial illustration

From 10 designated freehold entries and 16 usufruct zones to valuation, regulation and livability: my reflections on Qatar’s evolving real estate environment.

30 October 2026 | Doha, Qatar

Two tables published by Qatar’s Ministry of Justice caught my attention while I was reviewing information from Cityscape Qatar 2026.

The first identified areas where non-Qataris could own real estate. The second identified areas where they could acquire usufruct rights.

At first, these appeared to be straightforward property ownership lists.

But after attending several discussions at Cityscape Qatar and the fourth Qatar Real Estate Forum, I began looking at them differently.

A property market is not defined only by where people are permitted to buy. It is also shaped by how ownership rights are protected, how properties are valued, how cities are planned and whether investors have enough information to make reasonable decisions.

That is what made the three-day event, held from 27 to 29 October 2026 at the Doha Exhibition and Convention Center, particularly interesting to me.

The exhibition showcased developments and investment opportunities. The accompanying discussions examined questions that extend well beyond buying and selling buildings.

One question connects them:

What makes people confident enough to invest in a property market, and what helps sustain that confidence over time?

1. Understanding Qatar’s Property Ownership Framework

Qatar has a defined legal framework governing the ownership and use of real estate by non-Qataris.

Law No. 16 of 2018, as subsequently amended, and Cabinet Resolution No. 28 of 2020 provide important foundations for this framework.

In June 2026, another change took place.

Cabinet Resolution No. 21 of 2026 amended the designated freehold list, replacing the earlier table and its associated planning and cadastral map.

The resolution was published in Issue No. 9 of the Official Gazette on 7 June 2026 and took effect the following day.

This matters because some older official information and online articles still show nine freehold entries.

The amended framework specifies 10 designated entries.

The 10 designated freehold ownership entries

Area

Zone

West Bay (Legtaifiya)

66

The Pearl Island

66

Al Khor Resort

74

Dafna, Administrative Area

60

Dafna, Administrative Area

61

Onaiza, Administrative Area

63

Lusail

69

Al Kharayej

69

Jabal Thuaileb

69

Simaisma Resort and Beach Project

70

Source: Cabinet Resolution No. 21 of 2026, Official Gazette Issue No. 9.

The distinction between ten entries and ten separate neighbourhoods is important. The list includes locations sharing zone numbers, and Dafna appears in two entries.

The 2026 amendment also uses Dafna Administrative Area for Zone 60, whereas an older Ministry infographic identifies that entry as Al Qassar.

This illustrates why updated legislation should take precedence over older graphics when explaining property ownership rules.

The addition of the Simaisma Resort and Beach Project is another notable change.

However, being within a named district does not necessarily mean that every property in that district is available or eligible for non-Qatari freehold ownership.

The relevant property boundaries, registration status and applicable ownership conditions still need to be checked.

2. The 16 Designated Usufruct Entries

The second Ministry of Justice table addresses another form of property right: usufruct.

In simple terms, freehold ownership and usufruct are not the same thing.

Freehold involves ownership of the property under the applicable legal framework.

Usufruct provides a right to use and benefit from a property for a defined period. Qatar’s framework permits qualifying non-Qatari usufruct rights for up to 99 years, with renewal provisions and the possibility of inheritance under the law.

The designated usufruct table contains 16 entries.

Area

Zone

Msheireb

13

Fereej Abdul Aziz

14

Al Doha Al Jadeeda

15

Old Al Ghanim

16

Al Rufaa and Old Al Hitmi

17

Al Salata

18

Fereej Bin Mahmoud

22

Fereej Bin Mahmoud

23

Rawdat Al Khail

24

Al Mansoura and Fereej Bin Durham

25

Najma

26

Umm Ghuwailina

27

Al Khulaifat

28

Al Sadd

38

Al Mirqab Al Jadeed and Fereej Al Nasr

39

Doha International Airport Area

48

Source: Ministry of Justice, designated usufruct areas under Cabinet Resolution No. 28 of 2020.

Again, the entries should not automatically be interpreted as 16 entirely separate neighbourhoods.

The broader legal framework also permits certain separate residential and commercial units to be owned outside the designated freehold areas, subject to the relevant conditions and approvals.

For anyone exploring property ownership, these details have practical significance.

The location is important, but the nature of the legal right being purchased is equally important.

Understanding Qatar’s freehold and usufruct property rights for non-Qataris. The infographic compares the two legal categories and highlights the importance of property-specific eligibility conditions.

3. Property Ownership Is Also Connected to Residency

Another part of Qatar’s framework is the possibility of property-linked residency for eligible non-Qatari owners.

The Ministry of Justice outlines two property-value thresholds:

QAR 730,000: Eligible property ownership at or above this value may qualify the owner for a residence permit without a sponsor.

QAR 3,650,000: Eligible property ownership at or above this value may provide certain benefits associated with permanent residency cardholders, including specified healthcare, education and investment privileges.

The Ministry also specifies an annual minimum stay of 90 days, whether continuous or intermittent, under the relevant arrangements.

These thresholds do not mean that purchasing any property at the stated value automatically grants residency. Eligibility, documentation and the applicable legal conditions still matter.

The higher category should also not be mistaken for an automatic grant of a permanent residency card.

Why does this matter beyond the legal detail?

Because a property purchase can be connected to a much wider decision.

An investor or family may be considering where to live, establish a business, educate children or maintain a long-term connection with a country.

Real estate can be part of that decision, but rarely the only consideration.

This leads to something I found especially interesting during the forum.

4. What I Took Away from Cityscape Qatar 2026

The fourth Qatar Real Estate Forum was organised by the Real Estate Regulatory Authority, Aqarat, in partnership with Cityscape Qatar.

Its wider theme, Stability as an Asset Class, captured a central idea running through the discussions.

Investors assess opportunities within a broader environment of regulation, economic conditions, infrastructure and long-term development.

Across the sessions I followed, three themes stood out.

Investor confidence is broader than property ownership

The forum brought together government representatives, master developers, financial professionals and international speakers.

Opening-day discussions addressed Qatar’s development priorities, national diversification, regulatory cooperation and investor confidence.

One of the more useful connections was between investment opportunities and the conditions that allow investors to assess them.

A buyer may be attracted by a development’s design, location or projected rental return.

But other questions remain.

Is the ownership structure clear? Is the project appropriately approved? What safeguards exist? How transparent are the relevant procedures? What does the available market evidence actually support?

These may be less visually exciting than a new waterfront development, but they are essential to a properly informed decision.

This is where regulation and market transparency become part of the investment conversation, not merely background legal matters.

Valuation is about assumptions, not just prices

The event also featured sessions and workshops on property valuation, rental demand and market data.

One lesson from the valuation material was particularly practical.

A property’s estimated investment value can change significantly when the assumed yield changes, even if its underlying rental income remains the same.

This is a reminder that an asking price, a rental advertisement and an independently supported valuation are not interchangeable.

Consider two apartments that appear similar on a property portal.

Their actual investment characteristics may differ because of service charges, maintenance obligations, vacancy, rental demand, building condition and future resale considerations.

Discussions around residential market data reinforced another point: different unit types can have different demand patterns, even within the same city.

A studio, one-bedroom apartment and family-sized apartment may appeal to different tenant groups and have different economics.

The lesson I took from these sessions is simple.

Good investment analysis starts by understanding the asset, the evidence and the assumptions, rather than treating every advertised price as a reliable market benchmark.

Understanding income-based property valuation: rental income, vacancy, operating expenses and capitalization rates can significantly influence a property’s estimated value. Figures are hypothetical educational examples.

The value of a city goes beyond its buildings

Another discussion that stayed with me concerned the importance of functional, reliable and livable cities.

Jan Vapaavuori, former Mayor of Helsinki, contributed an international perspective to the forum.

The discussion drew attention to qualities that are sometimes less visible in property marketing: how reliably a city functions, how predictable its services are and how effectively it supports daily life.

The forum also included perspectives on urban proximity, infrastructure and community planning.

These subjects raise an interesting question about property value.

What makes one neighbourhood attractive beyond the buildings themselves?

Transport, education, healthcare, public spaces, accessibility, safety and nearby services can all influence how people experience a place.

A development may be visually impressive, but its long-term appeal also depends on how well it works as part of a functioning community.

For me, this was one of the most valuable ways to look at real estate: not simply as a physical asset, but as part of the wider environment in which people live and businesses operate.

5. Investor Protection and Property Management Deserve Attention

Ownership rights are only one part of the investment journey.

The quality of the purchasing and ownership process matters too.

Qatar’s real estate regulatory framework addresses aspects of developer licensing, off-plan sales, documentation and registration.

The forum also discussed the management of jointly owned properties.

Law No. 11 of 2026 concerning owners’ associations introduces a legal structure for the management and governance of jointly owned property, including responsibilities relating to common facilities and financial obligations.

That raises another practical point.

Purchasing a unit is one transaction. Owning and maintaining it is an ongoing responsibility.

Service charges, shared facilities, maintenance arrangements and management standards can affect both the owner’s experience and the economics of the property.

It is easy to focus on purchase price and expected rental income while giving less attention to the costs and obligations that continue afterwards.

Yet those continuing costs form part of the investment’s actual performance.

Understanding income-based property valuation: rental income, vacancy, operating expenses and capitalization rates can significantly influence a property’s estimated value. Figures are hypothetical educational examples.

6. REITs, Tokenization and the Changing Investment Conversation

The forum’s second-day programme also explored real estate investment trusts, institutional property investment and tokenization.

These discussions introduced different ways of thinking about property exposure.

A real estate investment trust, or REIT, can provide investment exposure to a portfolio of properties through a regulated investment structure.

Tokenization, meanwhile, concerns the digital representation of certain assets or rights. Its potential applications in real estate raise questions about how property interests might be structured, recorded or transferred.

However, a conference discussion about an emerging investment model does not mean every such product is already approved, available or suitable for investors in Qatar.

The legal and regulatory status of any specific offering requires separate verification.

What interested me most was the wider direction of the conversation.

Traditional property investment often starts with a location and an asset.

Modern investment discussions increasingly include portfolio diversification, transparency, digital systems, investor access, risk management and the ability to monitor assets over time.

Technology can support these functions, but it cannot replace sound valuation, legal clarity or commercial judgement.

7. What Government and Industry Speakers Added

The final day of the forum strengthened the connection between property investment and Qatar’s broader development environment.

According to Qatar News Agency’s coverage of the concluding sessions, Dr. Hamad Rashid Al Nuaimi of Invest Qatar discussed the support available to foreign investors, including market information, company establishment guidance and business visits.

He also highlighted the significance of healthcare, education and security when investors assess Qatar as a destination.

In another discussion, Fahad Mohammed Al Khayarin of the Ministry of Social Development and Family emphasized the importance of family stability, accessibility and preserving the characteristics of Qatari neighbourhoods.

Mohammed Al Emadi of Qatari Diar also addressed integrated services and the need for developers to follow urban plans and design standards.

These perspectives came from different institutional responsibilities, but they connect in an important way.

Investment attractiveness is not determined only by financial incentives or the supply of projects.

It is also influenced by the environment in which people live, work and raise families.

The real estate sector forms part of that environment.

8. The Connection to Qatar National Vision 2030

Qatar National Vision 2030 provides an important national context for these discussions.

The Third National Development Strategy 2024–2030 sets out objectives relating to sustainable economic growth, investment, economic diversification, quality of life, environmental sustainability and effective government services.

Real estate intersects with several of these priorities.

Residential and mixed-use developments influence the places where people live.

Commercial property supports business activity.

Hospitality and tourism-related developments contribute to the infrastructure of a visitor economy.

Urban planning connects housing with transport, public services and community wellbeing.

Digital systems and better market information can improve the way property transactions and management are conducted.

Of course, not every real estate project automatically advances national development objectives. Each project needs to be assessed on its own characteristics and outcomes.

But there is a meaningful relationship between a country’s development strategy and the long-term conditions affecting its property market.

That connection became much clearer to me while reviewing the forum discussions.

Beyond buildings and property transactions, urban development connects with Qatar National Vision 2030’s four pillars: Human, Social, Economic and Environmental Development. An independent editorial illustration.

9. Five Questions Worth Asking Before Considering Property in Qatar

After reviewing the legal framework and reflecting on the event, I would start with five questions.

1. What exactly is being purchased?

Is the property freehold, usufruct or another legally permitted ownership arrangement? Is the precise unit eligible for the intended buyer?

2. What evidence supports its value?

Are asking prices being compared with actual transactions, realistic rental assumptions and relevant costs?

3. What protections and obligations apply?

What approvals, contracts, registration procedures and ongoing management responsibilities are relevant?

4. What makes the location attractive over time?

Does the neighbourhood support the needs of its residents or occupiers through accessibility, services, amenities and infrastructure?

5. What is the purpose of the investment?

Is it intended for personal use, rental income, long-term ownership or eventual resale? How does that objective affect the level of risk and cost being accepted?

These are not questions that eliminate uncertainty.

They help make uncertainty more visible before a decision is made.

Final Reflection: From Property Availability to Lasting Value

I initially approached the Ministry of Justice ownership tables as a way to understand where non-Qataris may own or use real estate in Qatar.

After the discussions at Cityscape Qatar 2026, I began seeing those tables as one part of a much larger picture.

The legal framework defines ownership possibilities.

Regulation and registration contribute to the conditions for investor confidence.

Market data and valuation help investors assess what they are buying.

Infrastructure and urban planning influence how people experience the places where those properties are located.

And Qatar National Vision 2030 provides the wider national context for long-term development.

The distinction matters.

A property can be available for purchase without necessarily representing a suitable investment.

A development can look attractive without every element of its long-term performance being clear.

And a market can have significant opportunities while still requiring careful analysis of risks, costs and assumptions.

What I took away from Cityscape Qatar 2026 is that the conversation about real estate becomes much more meaningful when it moves beyond buildings and prices to include legal certainty, evidence, city functionality and the people who ultimately use those spaces.

That, to me, is a useful perspective from which to understand Qatar’s continuing development.

Frequently Asked Questions

Can non-Qataris own freehold property in Qatar in 2026?

Yes, subject to applicable laws and conditions. Cabinet Resolution No. 21 of 2026 updated the designated freehold list to 10 entries. Buyers should verify the specific property’s eligibility and registration status.

What is the difference between freehold and usufruct in Qatar?

Freehold involves ownership of the property under the applicable framework.
